Neil's story is kinda sad but at least the towns folk are good ti him. His mother lost her way and brought neil to the wrong beach as a baby. And thats it. They will instinctively return to that beach for the rest of their lives instead of the beach where all the other seals meet up. So he thinks the town folk and this beach are his home and community.
