The checking of bags is now being done by Philippine Schools which I am in Philippines, because there was a incident where there was a shooting in somewhere of Philippines. 3 dead and 20 injured, after that happened every school in the Philippines needs a metal detector for any guns or knifes.

It's wrong to ban cell phones at school because if someone needs help in an emergency and can call 911 for an ambulance, that constitutes a danger.
