"AAA-checklist" is the main problem
I know from listening to Larion developer interviews, they keep bringing up design flow or efficiency. They are constantly simplifying processes and using automation whenever they can. I remember a hearing they have a program that rapidly test scenes. So they quickly make a scene, ran it through the program to easily pick out the big problems and fix them. Then turn it over to the QA team.

Everyone acting like Destiny 2 wasn't released 9 years ago giving them AMPLE TIME to produce D3, even with letting D2 ride for several years before starting the next project. Go back ~5 years, look at the Bungie leadership at that time, and you have your list of people who decided to not make D3.

Its funny, they say the reason games cost so much to make is because of salary costs, but at the same time game developers are living out of their cars and barely scrapping by so how exactly is that working? Oh wait yeah, maybe if they stop giving their executives millions of dollars to do nothing they could save some costs. Maybe you could streamline the developing process and find ways to save time if you didnt lay off your entire studio and have to start from scratch with each new project. You know, have some knowledge carrying over through the years. Indie devs are doing these things just fine.
