I can say I have been a trailer mechanic for 8+ years. I have never heard of a bell crank, it’s a similar concept except it’s called an equalizer.
The lift wheels are for if the truck is carrying a load heavier than it usually does it will lower them wheels so it can handle the weight a lot better empty or when it has a lighter load it will have them wheels up
Air ride works even better.

Lift axle was use only for supporting weight,the lifting part is for saving fuel,and reduce rolling resistance,also cheaper toll
I used to work on trailers and never once saw a bell crank. The springs compress until either the weight is evenly distributed or the axle hits the bump stop.
There is two types of lift axels)(Tag lift, Mid lift)They have axel lift to reduce fuel consumption in long deliverys
The more axles the better in the straight line, it rides like a tank
