Not an OG because it was on frame before the keeper touched it. It would have been the goalkick taker's goal, with the goalkeeper making a failed save attempt.

That was a shitty thing to do. But it could be he believed a defender was actually chasing it to clear it away as he never looked back. But he sure wasn't given the situation much thought and he had 4 seconds to think about it. It could also be he believed he touched the ball when it hit the grass and the goal would be credited him anyway.
