i think the Raul and Lance Vance thing is a big red herring tbh. there's no way they'd spoil something like that, but with his and Boobie Ike's inclusion on the cover, it indicates that they're probably fairly important to the story

It is actually a video, you can find the mp4 in the Rockstar website files. Its 4k :D And the "floating" light is just the smearing artifact that happens with the up scaling. It happens with wires and other thin stuff too, especially if the background is bright.
