the problem is that in a queue, as the queue gets larger, there's a larger disincentive to donate; you'll have to wait longer and longer for your message to be heard. In a stack, though, the disincentive goes away so there's no reason to stop donating
this is literally the exact same discussion in magic the gathering because the way that certain spells resolve is in a "stack" and it works exactly like this
