This point out ALOT of rehabilitated prisoners that have served long sentences, I think Tommy doesn’t come back because that the harsh reality people face in prisons often if they DO manage to make friends.

honestly i think the reason why billy was wanting to go back was because he’s grown used to the daily tasks, since yk he was a kid when he was taken to the HQ and i don’t think his brain was fully developed (depending on the age). also i wanna know what happened to tommy and dave! (ik dave probably got moved to another roommate to someone closer to his age as what Guy47 said but still)
It is an allegory for prison. I made some mistakes in my life and have seen this all too well. You get in the system to escape but it gives you structure. You do it every day like clockwork until it feels like home. Then suddenly you're free. But you don't know how to do anything else. The world is loud. It's scary. It's uncertain. But you know what isn't uncertain? Jail

I don’t mean this as a joke, but the rain HQ place reminds me of when I was admitted into a mental institution. Nothing to do, you just sit around for 12 hours a day, you eat, then sleep. It was awful, and made me feel even crazier than before. Been out for 8 months now and I never wanna go back there.
