Hi nag, Goku black DOES get buffed by fern but she counts him as a hill unit and gives him -35% cooldown for some reason. hope that helped

2:44 yes he can be buffed but for some reason he counts as a hill unit so he is getting the SPA buff and not the Crit buff

The best way to grind the universal tear is to use infinite god domain from goku black when gohan is at his final form to stun him for 30 seconds. Easy win
