A lot of cyclops moves and even wolves team up were both in X-Men Legends 2
What would go a long way is to stop giving Duelists teamups with other Duelists. They're just promoting more Duelists in a game. Cyclops should have a team up with Cap because they're both leaders. Or Rogue because they're both X-Men.
It's probably too early but he doesn't seem "broken" like the last couple of DPS. He still looks good but I don't think he'll be as oppressive as BC, DD (either one), or Elsa.

He seems like a solid A maybe high B tier hero. A solid hitscan who can frag in the right hands (similar to Hela), but generally plays an honest game and is bolstered by having some of the best movement in the game. Rivals has been worrying me with their hero designs as of late, but Cyclops looks like he's not going to be oppressive while still being a viable and fun character. If anything the most busted thing he does is make Wolverine better
I think the beam hit from his ult is a set amount of damage but the explosion is percentage based
