You will never get high density and population when you fill most of tbe city with low density housing.
the land between the train tracks and the interstate should be used as farmland. it’s not suitable for a protected forest because the noise is just too much. the land wouldn’t be of much value to anyone except a farmer really. you could leave it just trees but why that’d be not economically viable as farms would be.
