Deionized water is non conductive and can act as an insulator but the moment you expose it to the open air it’s conductive properties go up as it starts absorbing co2. You might be able to use deionized water if you got it in a sealed closed system.

We use deionized water or a special coolant with zero conductivity in the manufacturing industry for cooling components. It's not the water that will damage, it's the metals and other conductive elements in the water that will destroy things. You can't short out if the electricity can't transfer through the liquid. Also the same method is used in ASICs for cooling. Oil can also short out and destroy the PC if conductive elements are introduced into the oil as well.
