I always read stuff like this as a humorous 4th wall break. I mean a video game is a simulation, and they are living in it
There is the possibility that this “Simulation Theory” could be a simple coping mechanism for the survivors? They couldn’t believe what has happened and is happening. So they rationalise it as “Living in a Simulation” because how could it possibly be real?! Just my own thoughts on this.
I could see 76 being only a sim, would explain respawning. in the other games, death was just non-cannon, but our deaths in 76 have effect on the world, leaving our junk in a bag that any other player can interact with.
I always thought that entry was an explanation of why Eckhart was the mustache twirlly villain he is. He was just convinced that he was trapped in a simulation and thought the nukes were the key to get out. If you thought you were trapped in a game you wouldn't give a shit about any destruction you were responsible for either. I know I wouldn't. 😅

So, why in the name of Atom would Vault-Tec make themselves the villain of their own simulation? And reveal secrets about themselves and the government? Makes no sense I fear.
So now we can make a theory that the mysterious stranger is someone who is aware and has control over the simulation.
