UK Police guidance says people should be treated differently based on race. Speaking in Parliament, Conservative MP Chris Philp says that two-tier policing does exist and that it is explicitly written into official police guidance. Philp says the Police Anti-Racism Commitment, published in March 2025 by the National Police Chiefs' Council (NPCC) and the College of Policing, advises police officers to treat criminal suspects differently depending on their ethnicity. Page 3 of the report states: - "Our commitment to racial equity ... does not mean treating everyone 'the same' or being 'colour blind' (racial equality)." Philp says this guidance is wrong and argues that skin colour should never affect how the police or other public services treat people. Philp says police should instead treat everyone equally, focus on catching criminals and keep the public safe. The debate comes amid wider discussion surrounding cases including Henry Nowak and Vickrum Digwa.
