This version of the joker must be x CIA. No identity or aliases, training on tormenting, manipulation, traction, explosives training, and fire arm abilities. Including the ability to blend into random places, and well endowed with attaining information collection of underground ongoings black market operations, destabilizing an entire city in a matter of days, similar to toppling a government. Who else but CIA.
