Between other things, it heavly depends if you have the infraestructure to keep an web app. With an android app almost all logic is in the device, with no need for a server (unless is an online service). With a web app you WILL NEED a dedicated server, and if you are just starting as a dev, you may not have the resources for it

I absolutely dread whenever an app I download is just a browser running a website. It's always more cumbersome and less performant. And the lack of notifications is annoying when applicable.

As a user, I hate most web-based apps. Sluggish and "rickety." As a developer, I hate javascript/html. The entire language / dev environment is a mess, and it shows in the apps.

I'd always prefer a mobile app than opening the website in mobile browser. Nothing beats the native app experience
