I'm pretty sure one of the rules for the AI is that the price difference cannot be too high. they forgot, however, to make the difference go only one way. Therefore, if you try to give them too much, they'll simply refuse.

I think the AI is programmed to only accept deals within a certain range of equal value, which is why it isn't taking anything since the price difference is too much
