Lower frame-rate in cutscenes could be both because of performance constraints, and/or to further lean into the cinematic feel.

Really excited about the new story. The fact that even the training mode now has cutscenes shows how much effort Nintendo is putting into the narrative this time around.
The whole training bit does look pretty charming.
