Picking this apart psychologically, having quick darting eyes reeks of anxiousness, someone who is unsure and unable to verify their surroundings in a heightened fight or flight state. Conversely a person who is calm and collected, someone who lags behind in their muscles in their face, eyes, smile, hands. Someone like this knows and is prepared for the environment and situation they put themselves in, that combined with a twisted background for a character and you have a recipe for a cool way to portray without words, how evil can be a silent movement in the right context. Its not about an objective meaning, its more about what catches an audience off guard, a scene like that with the eyes works when you have an established context behind the characters motivations.
