Only Mr. BURNS still able to get those bills from his Bank, so The Bank probably has these bills still there for him and him only ever since 1945. So that means that the last time he carried his own money was somewhere between 1945 to 1969 when this bill was still in circulation. The $1000 bills that still exist aren't being used to pay for things, not because they are no longer Legal Tender but because they are more valuable and worth more if you sell it than if you spend it, all due to it being a very highly and extremely rare collectible...
