The game actually still continues from where it ended. The narrator talking about being unable to turn back time was your hint, with the clock level showing that it's possible. You have to rewind to before the time you got the bad ending, then the game works normally, and you can hunt for the passcode for the true ending.

BTW, What Salvador says in the beginning is basically: -Hi, I'm a secret Dictator Fascist. -If you make it to the secret ending, you'll find me again. -Some long gibberish about the game fake wiping your save file. And yes, there's another ending, you gotta do the reverse of the clock change room. Literally "Turn back the clock". Then find the hidden numbers, put the code it, and you can have the true ending content. (Crazy Sans like final boss fight optional.) BTW, the number IS RANDOM. You can only find it out by finding the numbers in the levels in the warp level area. There's more than an hour of time for all that.

if you rewind your computer's clock on the "I wasn't bluffing" part, you'll go back in, replay certain levels, and get the actual code to beat the game, also Salvador is an optional final boss
