The little local football club I play at in Germany has been doing that all my life. We had the last clay court in our city until about a year ago and nobody else knew how to play on it. But for us that wasn't strategy, we just didn't have the money to replace it with a proper pitch.
It is indeed one of the smartest most creative tactics used in football. It is also unfair... It makes for much better football if you standardize the pitch as much as possible so it comes down to skill of the teams... Not the grass..

Its the same theory as American Football stadiums building roofless stadiums at the cold weather locations. You get a team like Miami playing playing at Buffalo in the snow. They do it with the sun also. I can't remember which stadiums, but there are some that are built so the visiting team has to sit in the hot sun while the home team gets to sit in the shade.
