Loose plates on back of release bearing are a brake for primary shaft of gearbox ,you should have about 1/2 inch travel between release bearing and brake . loosen the lock nut near pressure plate and screw in nut near the release bearing to give you the 1/2 movement

The governor cover, was usually sealed with wellseal. The stop adjustment you changed, be careful, you need a 1/32 of play to stop the rack bar from locking up.

Although i am in the late 60s i used to be in the body shop and remember ERF with Gardner engines and used see the mechanic work on the engines very interesting and gone to retirement just love the old trucks great days
As someone who has done a bit of mobile mechanic work, famous last words - while you're here.... as far as the clutch, wild guess would be a broken pressure plate. But I've never worked on that engine/transmission combo.

Like rolaway clutch adjust the pull thrust bearing in full pressed pedal the clutch brake should stop primary shaft turning. Undo slotted nut on pressure plate toggles and them adjust thrust in then relocked
