Front liscence plates are so the car can be read from front and back. Which is also helping the goverment to use speed cameras more efficient

we literally have an anti radar app in Russia and it's still not illegal folks but if you even CHANGE YOUR WHEELS you need tor register them and it's most certainly not in the base, so you'd need to go to lab to examine the mods. and if you don't register them you'll get yo ass whooped
