I'd say it sounds like an insurance issue. I'd fight to get the space opened again. It definitely is important to have that outdoor space!

I hope you and fellow neighbors can have this roof terrace issue sorted out. That roof top terrace is a huge plus for quality of life and also property value in London.

Just back from a lovely stay in London. Stayed at The Marylebone hotel and kept an eye out for you while out and about. Absolutely loved every minute and especially the weather.
Regards the Roof Terrace I am wondering if it is an Insurance issue and they are using "Health and Safety" as an excuse. They are probably avoiding higher premiums for it's use. The residents should deffinitly get together and fight it.
