You just need a local farmer and an entrepreneur to complete it and charge a modest toll to pay for it all.

I've driven through this section of the A27 many times, and often wondered why it was so weird, thanks for explaining it John.
The Worthing bypass saga is much the same - at least twice houses were compulsory purchased for it, and at least twice it was cancelled,making the A27 one long traffic jam in both ways in Worthing. Living in Worthing, if you want to head West, short of leaving at the crack of dawn you get the tiple wammy of Worthing, Crossbush and Chichester traffic chaos before you get to Hampshire where the actually upgraded the road into a MOTORWAY! Lucky blighters.
I don't think you can reasonably call Arundel a tiny village. It has more cathedrals (and indeed vast castles) than most villages.
I used to drive the A27 from Eastbourne to J5 Eastleigh every day for years. And back again. It was and always will be hell on earth.
Fun fact: its often faster to pull off of the A27 at the bypass, swing into the McDonald's right next to it and turn around, and then return to the junction and rejoin, than it is to use the bypass properly by queuing on the A27 itself.
0:36 Pevensey was where this event happened in 1066. Some fella called William and his boat... Worth a visit though, the Roman castle was still being used up until WW2, which is the longest span between construction and last military service in England.
Used to drive it regularly. In summer thanks to this and the mess that is Worthing, I would spend more time avoiding the A27 than actually on it, thanks to Google maps. Before Google maps, I would come off at the Shoreham flyover, head up the Steyning bypass to Storrington, then down the A29 to miss out Worthing and Arundel altogether.
