This isn’t in jail but rather prison. They do this because news of a prisoner canceling their own life subscription is an extremely bad look for prisons. They bring out this mat and wrap up the prisoner so tightly they can’t move and there for can’t hurt themselves. The prisoners are then left alone for a full 24 hours before being unwrapped. The experience is so shocking that when it happens to someone who was even joking about it they never say those things again.
