Seeing the water problem in the Sahel, I had this "crude idea", if some parts of the water systems get covered by long/large plastic sheets so that evaporation of the water is slowed down/retarded/metigated. Even if the plastic sheets sink to the bottom it will prevent complete sucking of the soil by the water.
