I'm a woman living in Russia and often return home alone at midnight or one in the morning. It's generally safe. Winter, which is almost half the year, is especially safe. Thanks to the snow, even at night it's light (the light from the streetlights reflects off the snow, and there's no real darkness). Plus, everyone's dressed in many layers and moving around like clumsy penguins. It's unlikely anyone would want to get into a fight with another person when they can't even lift their arm properly lol And it's safe at other times of the year, too. This isn't the 90s anymore; things have gotten much better since then.

I feel safer any Slavic / Balkan country than in western countries, walking or taking public transport at 23:00 feels ok as long as I mind my own business, cant say the same about UK, France, Italy or Germany
